Algoria Factory is a Tunis-based software company building sovereign AI products for institutions that must prove what their capital achieves. We work with development finance institutions, guarantee funds, public agencies, donor-funded programs and regulated financial institutions across Africa and MENA.

Across Africa and MENA, billions of euros of public and development capital are deployed every year through institutions whose reporting infrastructure has not kept pace with the obligation they now carry. Donors, boards and supervisory authorities increasingly require auditable evidence, not narrative. The institutions that fund jobs, SMEs and inclusion need software designed for that obligation. Algoria Factory exists to build it.
Sovereign software products, with operational rigour.
We build institutional software products with strong auditability, sovereign deployment, and an architecture designed to support reporting that the institution can defend. Today, that work takes two product forms: MEL Plus, our live AI SaaS for monitoring, evaluation and accountability; and Regalica, our sovereign compliance intelligence, currently demo ready. Both products run on the same sovereign AI and data architecture.

Algoria Factory is headquartered in Tunis, with a registered commercial branch in Senegal serving the BCEAO zone. The company is labelled under the Tunisia Startup Act. Our work spans development finance institutions and accountability-driven public organisations across francophone Africa, North Africa, and the GCC.
Wissem Barouni — Founder & Chief Executive Officer
Wissem Barouni founded Algoria Factory to build the software infrastructure he could not find inside the institutions he served. His background spans banking, regulatory reporting and development finance, with operational experience as a designated monitoring and evaluation expert on internationally funded missions. He leads Algoria Factory from Tunis and is the public point of contact for the company.
